Gross intrusion of tenant privacy

The council is obligated to use the money to run the scheme (I hope this happens).
Also, it can designate the areas where the scheme operates. My main objections to all this are:

Hide Ad1. Councillors have said the expense, which is tax-deductible, should not cause rents to increase. Pull the other one.
2. Law should not be arbitrarily applied to selected areas at the whim of a council. Law, even when bad, should apply to all.
3. All manner of complex forms, with legal force, have to be completed by the landlord.
4. HBC insists on inspecting the property (this is not always applied in other boroughs). This is a gross intrusion on the privacy of the tenant. How would you like a nosy council officer appearing at your door with the legal right of entry?
